Buyer handover and approval

Tissue Buyer Approval Responsibility Matrix

Map approvals to decisions rather than asking one person to approve everything in a tissue project. Identify who prepares evidence, who reviews it, who can release the named scope and who receives the decision. ISO’s documented-information guidance supports proportionate records, while GS1’s data-quality overview addresses collaboration between trading partners. The matrix below is a buyer-designed working arrangement, not a mandatory certification template or a statement that a particular supplier has delegated legal authority.

BUYER CHECKLIST

Decision-owner matrix to agree before work starts

Specification and sample
Decision ___; specification owner ___; sample evaluator ___; required evidence ___; acceptance authority ___; represented revision ___. Separate the person who records dimensions or trial observations from the person authorized to accept the product. Identify whether approval covers paper only, packaging only or the complete quoted configuration.
Artwork and public claims
Design preparer ___; structural reviewer ___; text/translation reviewer ___; claim-evidence reviewer ___; print-release authority ___; approved file ___. Make clear which approvals depend on others. A design owner may accept layout while leaving an unsupported claim or unresolved dieline outside its authority.
Product identity and data
Identifier owner ___; data preparer ___; attribute validator ___; recipient acceptance contact ___; activation authority ___. Obtain the actual responsible parties for externally assigned identifiers and retailer data. A purchasing coordinator should not allocate or alter an identifier merely to satisfy an internal deadline.
Commercial commitment
Quotation scope reviewer ___; quantity/unit owner ___; purchasing authority ___; cost-change approver ___; supplier confirmation owner ___. Keep technical acceptance separate from permission to commit spend or revise terms. Record the authorized order scope and any open conditions rather than treating a sample signature as a purchase instruction.
Shipment and inventory decisions
Dispatch reviewer ___; receiving recorder ___; complaint investigator ___; inventory-hold authority ___; saleable-stock release authority ___. Distinguish recording arrival from accepting the goods for use or sale. Assign the person who can resolve a conditional hold and the evidence they need before making that decision.

Exception and delegation record

Several reviewers disagree
Record each concern, its evidence and the decision it affects. Identify the owner responsible for resolving that scope and whether other work can continue. Do not replace a technical objection with a general project vote; the unresolved requirement needs a reasoned disposition by the authorized owner.
Primary approver unavailable
Name any permitted delegate, authorization source, effective period and limits before relying on a substitute signature. If authority has not been established, escalate through the buyer’s process. Availability does not make a colleague authorized to release print, spending or stock.
Scope changes after acceptance
Identify the altered specification, file, evidence or commercial term and the decisions that must reopen. Preserve unaffected acceptance records while sending changed items to their owners. A prior range-level sign-off should not silently approve later material, copy or quantity changes.

DECISION POINTS

What to align before the next commitment.

01

Illustrative split approval

A product reviewer can accept an identified paper sample while a market reviewer withholds a packaging statement pending evidence. Record both decisions and the remaining dependency. This example shows why one broad approved status is insufficient; it is not a claim that a live VELUPLY project has this structure or issue.

02

Keep the matrix small enough to use

Start with decisions that can materially change the order, public message or disposition of stock. A long list of ceremonial reviewers can obscure who actually decides. Review whether every row has a clear outcome, evidence requirement and release owner rather than adding signatures merely to make the form look thorough.

03

Communicate the accepted scope

Send the decision through the project’s agreed communication route and preserve the exact version received by the parties who act on it. A recorded signature that never reaches the printer or buyer’s item-data owner may fail to control the relevant action. Treat communication acknowledgement as separate from the original approval.

WORKING SEQUENCE

A clearer route from question to decision.

  1. 01

List the project’s material purchasing and release decisions, then identify preparers, reviewers, authorities and recipients with the buyer and supplier.

  2. 02

Agree what evidence each owner needs and how conditional decisions are recorded. Confirm delegation limits and escalation routes before a deadline creates pressure for an improvised signature.

  3. 03

Use the matrix to release named scopes and revisions, keeping technical, commercial and inventory decisions separate. Record disagreement and its authorized resolution rather than hiding it in a generic approved field.

  4. 04

Revisit the matrix when roles or project scope change. Reopen affected decisions, communicate the accepted versions and retain the evidence of who authorized what.

DIRECT ANSWERS

Questions buyers ask before moving forward.

01Can one person hold several roles?+

Yes, if the buyer’s actual authority and competence arrangements permit it. Record the responsibilities and decision limits clearly. This guide does not prescribe a mandatory headcount or certification structure.

02Does a signed matrix replace the purchase order?+

No. It records decision responsibility and scope. Commercial commitment still needs the applicable authorized order and terms; the matrix should explain who can approve those actions.

03Must every change repeat all approvals?+

Map the actual change to the decisions it affects. Retain unaffected approvals and reopen the relevant scopes with their owners. If dependencies are unclear, resolve them before relying on an old blanket sign-off.
