How Hotels Can Set Toilet Paper Par Stock and Reorder Points

A hotel should not set toilet paper par stock from room count or rolls per case alone. Start with observed consumption by guestroom and public-area zone, add the replenishment lead time and review interval, choose a buyer-owned safety-stock rule, then convert the result into the exact quoted roll and case configuration. Keep dispenser compatibility and approved substitutions in the same record. This produces a reorder point that can be tested and adjusted without pretending that every roll, property or guest mix is equivalent.

Build the reorder point from property evidence

The formulas below are a planning worksheet, not an industry benchmark. Use the hotel's own issue records and revise the inputs after each review cycle.

Demand unit
Choose one consistent unit before calculating: rolls, sheets or metres. Rolls are useful for housekeeping counts, but sheets or metres make unlike roll sizes easier to compare. Do not mix units in one demand history.
Guestroom demand
Track usable rolls issued to guestrooms against occupied room-nights and room type. Separate initial placement, backup rolls and replacement stock so a placement standard is not mistaken for actual consumption.
Public-area demand
Record consumption by restroom or service zone, not by room occupancy. Lobby, restaurant, event and staff areas can have different traffic patterns and dispenser formats.
Lead-time demand
Multiply the hotel's observed daily demand by the confirmed supplier lead time. Lead time should start from an agreed order point and end at usable delivery, including any import, receiving or internal distribution delay that the buyer chooses to include.
Review-interval demand
If stock is counted only weekly, the reorder calculation must also cover the time until the next count or planned order review. A daily count and a weekly count should not use the same trigger without adjustment.
Safety stock
Add a buyer-defined quantity for demand variation, delayed supply or special events. Record why the buffer was chosen and review it against actual shortages and excess stock; do not present one percentage as universal.
Reorder point
Use: observed demand during replenishment lead time + demand until the next review + buyer-defined safety stock. Trigger the order when usable on-hand stock reaches this point, not after a shelf or dispenser is empty.
Target maximum
Set the post-delivery target from available storage, cash exposure, moisture protection, case multiples and consumption before the next expected order. Overstock beyond this target should be visible rather than hidden as emergency stock.
Case conversion
Convert the required quantity with the quoted rolls per case and round to a permitted case or pallet multiple. Then verify total sheets or metres because two cases with the same roll count can contain materially different usable quantities.

RFQ fields that keep replenishment comparable

Primary product documentation shows that toilet tissue systems vary by ply, roll format, units per case, sheet count and compatible dispenser. An OEM or private-label RFQ should preserve the same field discipline.

Property and use case
Country, property type, rooms in service, public-area zones, expected occupancy range, service standard and whether the program is guestroom, public restroom or staff use.
Approved dispenser
Brand, model or system reference; roll compartment and spindle or core requirement; maximum roll diameter and width; photos and measurements when the model is unknown.
Tissue construction
Fiber route, ply, color, embossing, perforation, sheet width and length, roll length or sheet count, core or coreless format and permitted tolerances.
Pack and logistics
Rolls per inner pack, rolls per case, total sheets or metres per case, carton dimensions, gross weight, pallet or loading requirement, storage orientation and moisture-protection requirement.
Demand record
Observed demand unit, measurement period, occupied room-nights, public-area demand, peak-event notes, usable on-hand stock and current emergency-purchase frequency.
Replenishment terms
Forecast quantity, order cadence, target delivery point, confirmed lead-time basis, MOQ, case or pallet multiple and how a delayed or partial shipment will be reported.
Substitution control
No substitution without written approval of the replacement specification, dispenser fit, case configuration and a sample check. A roll described as standard or high capacity is not automatically equivalent.
Repeat-order record
Approved sample ID, specification version, dispenser reference, artwork or carton version, case conversion, inspection points and change-notification requirement under one buyer SKU.

Sample, pilot and acceptance route

A paper calculation becomes useful only after the hotel tests the exact tissue, dispenser and replenishment process.

Baseline
Count sealed cases, loose usable rolls and installed stock separately. Record the current SKU, dispenser system, measurement unit and at least one complete operating cycle before changing the product.
Product trial
Load the nominated dispenser with the sample roll and check fit, rotation, tearing, roll transfer, residual stub handling and housekeeping access. Keep another sample for measurement and comparison.
Operational pilot
Run the agreed guestroom and public-area zones for a defined period. Record issues, room-nights or traffic proxy, rolls issued, emergency refills, partial rolls and substitutions instead of relying on staff recollection.
Delivery check
Confirm case count, roll count, labels, carton condition and the agreed sheet or metre basis at receipt. Quarantine an unapproved substitute until compatibility and specification are reviewed.
Reorder review
Compare predicted lead-time demand with actual demand, then adjust the trigger or safety stock. Keep the old value and reason for change so a temporary peak does not silently become the new normal.

Tissue cost per occupied room-night

Set the scope
Occupied room-nights = the sum of occupied rooms across the measured nights. Define whether tissue cost covers guest rooms only; keep restaurant and public-washroom consumption separate unless an allocation rule is explicitly recorded.
Calculate the paper-only metric
Guest-room tissue cost per occupied room-night = cost allocated to guest-room tissue consumed in the period ÷ occupied room-nights in the same period. Use consumption records or opening stock + receipts − closing stock, adjusted for transfers and recorded losses; purchases alone may not equal consumption.
Hypothetical example
If 600 occupied room-nights use guest-room tissue with an allocated cost of $150, paper-only cost is $0.25 per occupied room-night. These invented figures are not a benchmark. Keep delivery and replenishment labour separate unless included and measured.
Interpret
Compare periods with the same scope and note occupancy mix, length of stay, room policy and any product changes. A change in cost does not by itself establish that the tissue performed better or worse.

DECISION POINTS

What to align before the next commitment.

01

Count usable supply

Separate sealed cases, loose rolls, installed rolls and damaged or incompatible stock. Physical presence does not always mean usable inventory.

02

Normalize before price

Keep sheets or metres per roll and per case visible so a lower case price is not mistaken for a lower cost at equal usable quantity.

03

Control substitutions

A last-minute replacement can change dispenser fit, case conversion and the number of days covered. Require an approved alternative specification.

WORKING SEQUENCE

A clearer route from question to decision.

  1. 01

Define the property zones, approved dispensers and one demand unit for each toilet tissue SKU.

  2. 02

Measure guestroom and public-area demand through a complete normal operating cycle and flag events or exceptions.

  3. 03

Confirm the supplier lead-time basis, order-review interval, case configuration and buyer-owned safety-stock rule.

  4. 04

Calculate the reorder point and target maximum, then convert the result into permitted case or pallet multiples.

  5. 05

Pilot the exact roll and case, preserve the approved specification and review forecast error after delivery.

DIRECT ANSWERS

Questions buyers ask before moving forward.

01How many toilet paper rolls should a hotel keep per room?+

There is no defensible universal roll count. A placement standard answers what should be visible in a room; inventory par must also reflect actual consumption, rooms in service, public-area demand, supplier lead time, review cadence, safety stock and the exact roll size.

02What is the hotel toilet paper reorder-point formula?+

Use the hotel's observed demand during replenishment lead time, add demand until the next planned review and add buyer-defined safety stock. The inputs and measurement unit should be recorded, tested and revised rather than treated as a fixed industry percentage.

03Should toilet paper be compared by roll or by case?+

Use rolls for easy physical counting, but also normalize quotes by sheets or metres per roll and per case. Primary product pages show that units per case and roll capacity vary across systems, so roll and case labels alone do not establish equivalence.

04Can a hotel switch to any high-capacity or coreless roll during a shortage?+

No. Check the approved dispenser, core or spindle requirement, maximum dimensions, transfer mechanism and exact product specification. Obtain written approval and run a fit-and-use trial before treating a substitute as usable stock.

05What should be sent in a hotel toilet tissue RFQ?+

Send the property and zone scope, dispenser references, current roll specification, observed usage unit and period, case configuration, target order cadence, delivery point, forecast quantity, packaging requirement, substitution rule and sample-acceptance process.

SOURCES & LIMITS

Trace the question and the verification.

The community pages below are used only to identify questions about how much toilet tissue to provide and what happens when a property runs out. Recent supplier and planning articles show active content interest but do not establish universal hotel norms. Manufacturer specifications remain limited to each named product, case and dispenser system. VELUPLY does not transfer their capacity, performance, certification or compatibility claims to a VELUPLY SKU; the hotel must confirm its own consumption, safety-stock rule, sample and approved specification.
