EU PPWR Packaging Checklist for Private-Label Tissue

For a private-label tissue program entering the EU, the useful first step is not to label the pack as compliant. Regulation (EU) 2025/40 applies to packaging placed on the EU market, but obligations and dates are phased and depend on the packaging, market role and intended use. Build one packaging information record for each quoted tissue SKU: identify the sales, grouped and transport packaging; record materials, pack dimensions, artwork and destination; assign who will validate market obligations; and keep any environmental or food-contact claim separate from a general packaging statement. Use the record to identify missing evidence before print approval or shipment planning.

BUYER CHECKLIST

Start with the packaging route, not a blanket compliance claim

The European Commission states that PPWR generally applies from 12 August 2026 and covers packaging placed on the EU market. This table is a procurement-preparation checklist, not legal advice or a declaration that any VELUPLY pack meets a legal requirement.

Quoted tissue SKU
Record the exact product, pack count, finished dimensions, material direction, destination country or countries and intended channel. A category name such as facial tissue is not enough to identify a packaging route.
Packaging levels
Separate the consumer-facing sales pack, any grouped pack or bundle and the export or transport carton. Keep their material, dimensions and artwork references separate because one outer carton cannot describe every packaging layer.
Material record
List each packaging component and material as supplied by the relevant manufacturer: for example board box, film wrap, adhesive label, handle, tape, ink or carton. Do not infer composition from a photo or a generic supplier statement.
Market role
Identify the importing, brand-owning, filling, distribution and retail roles that the buyer expects to use. The contracting or responsible role must be confirmed for the actual EU route; it is not established by this website.
Timing and scope
Keep the applicable market, shipment timing and any buyer requirement visible. PPWR contains phased provisions, so one general application date does not replace a route-specific review.
Claim boundary
Treat recyclable, recycled-content, reusable, compostable, plastic-free and food-contact statements as separate claims requiring their own legal, technical and SKU-specific review.

Fields to add to a private-label tissue packaging RFQ

These fields make a supplier discussion more comparable. They do not shift legal responsibility or certify a packaging design; the buyer should obtain qualified destination-market advice where required.

Pack structure
State box, soft pack, film-wrapped multipack, pocket pack, napkin bundle, refill, grouped tray or other structure, then attach the current dieline or measured sample.
Component schedule
For every component, request its supplier reference, material declaration when available, thickness or board grade where relevant, color/print method, adhesive or closure detail and the document date.
Artwork and wording
Provide destination-language copy, barcode, recycling or disposal wording requested by the buyer, environmental claim copy and version number. Do not add labels or symbols merely because they appear on a competitor pack.
Evidence owner
Name the party expected to provide each item: tissue converter, packaging converter, printer, importer, brand owner or a specialist adviser. Mark every unassigned field as PENDING MATCH rather than assuming VELUPLY owns the evidence.
Approval sequence
Use a controlled order: product and pack dimensions, component record, artwork proof, buyer market review, physical sample, carton record and final print release. Preserve the approved files with the quoted SKU.
Change control
Require review when film, box board, ink, adhesive, supplier, print location, artwork, pack count, destination or legal role changes. A visually similar pack can still require a new evidence check.

BUYER CHECKLIST

Keep VELUPLY's supply evidence separate from the buyer's market decision

A useful private-label project assigns each question to the party able to answer it. This avoids treating a packaging supplier document, an importer's obligation or a source article as interchangeable proof.

VELUPLY coordination
The quoted product and packaging route can be clarified through specifications, samples, artwork review, carton planning and available evidence matching. Availability remains dependent on the final SKU and production route.
Packaging-component evidence
Request documents from the component manufacturer or converter and check that the component, version, date and intended application match the quoted pack.
Buyer or importer review
The buyer should confirm destination-market obligations, responsible-party roles, labelling instructions, registrations and legal interpretation for its sales route. This page is not a legal compliance service.
Sample acceptance
Approve the physical pack and artwork together, but do not treat aesthetic approval as proof of regulatory suitability, recycled content, recyclability or food-contact suitability.
Repeat orders
Keep the approved specification, artwork version, pack-component references, carton data and any buyer-supplied compliance instruction under one repeat-order record.

DECISION POINTS

What to align before the next commitment.

01

One SKU, one packaging record

A tissue range can use different boxes, films, bundle counts and cartons. A controlled record prevents a document for one pack from being casually reused for another.

02

Evidence before print release

Resolve material, artwork and responsibility gaps before committing to printed packaging MOQ, rather than trying to reconstruct the record after goods are packed.

03

Regulation is not a product claim

PPWR is a market framework. It does not establish that a specific tissue pack, claim or supply route is compliant without a matched review.

WORKING SEQUENCE

A clearer route from question to decision.

  1. 01

Name the EU destination market and identify the product SKU, pack count and route that need review.

  2. 02

Separate sales, grouped and transport packaging, then collect the current dieline, component list and artwork version for each layer.

  3. 03

Assign each evidence item and market-role question to a named responsible party, leaving unknown fields visibly open.

  4. 04

Ask the buyer to validate market obligations and permitted wording before final print approval; keep legal advice separate from supplier coordination.

  5. 05

Approve the physical sample, artwork and carton record together, then preserve the final version for repeat-order change control.

DIRECT ANSWERS

Questions buyers ask before moving forward.

01Does PPWR make every tissue box or soft pack automatically compliant?+

No. PPWR is an EU packaging framework with phased provisions. A specific pack still needs a route-specific review of its materials, role allocation, market, wording and applicable evidence.

02Does VELUPLY provide legal compliance approval for EU packaging?+

No. VELUPLY can coordinate specification, pack, artwork, sample and available evidence review for a quoted supply route. The buyer should confirm legal obligations and responsible-party roles for its own destination-market route.

03Should carton packaging be included in the same review as the retail tissue pack?+

Yes, but as a separate packaging level. Keep consumer-facing sales packaging, grouped packaging and export or transport cartons distinct so dimensions, components, artwork and evidence are not mixed.

04Can a recyclable or recycled-content statement be copied from another packaging supplier?+

No. Such wording needs to be checked against the actual component, material, scope, destination and applicable rule. A competitor example or unrelated supplier document is not transferable proof.

05What should I send before requesting an EU private-label tissue quote?+

Send the target market, tissue SKU, pack type and count, current sample or dieline, artwork/copy status, packaging-component information available today, expected volume, destination, buyer role assumptions and questions still open for review.

The two community pages below are used only as current signals that supply-chain and marketplace participants are asking for PPWR-related packaging information. They do not prove a duty for a particular business or product. European Commission and EUR-Lex material establishes the regulation's general application and scope, not compliance of any VELUPLY SKU, packaging component, destination route or customer claim. This page deliberately avoids legal conclusions, deadlines beyond the cited sources, material-performance claims and instructions that could replace destination-market legal review.
